3. Methods of judging in-bounds and out-bounds balls

(1) The first and second referees make corresponding judgments on in-bounds and out-bounds balls according to their positions and scope of authority.

(2) The main responsibility of the line judge is to make judgments on in-bounds and out-bounds balls and display the corresponding flags.

(3) The net area refers to the area formed by the two markers extending upward to the ceiling.

(4) The ball is judged to be out-of-bounds when it passes the vertical plane below the net.

(5) When serving and the ball passes the net, it may touch the net. The game continues when the ball falls into the opponent's court.

Delay of Game

1. The rules stipulate that the following situations are delay of game fouls:

(1) Delay of game by substitution.

(2) Delay of timeout after the referee whistles to resume the game.

(3) Request for illegal substitution.

(4) Making a request that does not comply with the regulations again in the same game:

① Making a request to interrupt the game at the same time or after the whistle for serving.

② A request made by a member without the right to request.

③ The same team makes a substitution again without playing the game.

④ The third timeout requested again, the seventh substitution.

⑤ The players on the court refuse to play.

2. Method of judging delay of game fouls

(1) Only the first referee can make a penalty for delay of game.

(2) The second referee can signal the situation of delay of game on the court to the first referee and remind the first referee to make a penalty.

(3) In the same game, a team will be given a "delay warning" for the first delay of the game. No penalty will be awarded, but the penalty will be recorded on the score sheet.

(4) In the same game, if any player or other member of the same team commits any type of second, third, etc. delay foul, they will be given a "delay penalty" with a yellow card, resulting in a goal loss, which will be recorded on the score sheet.
